1   Senior Estimator

Position Description Summary

The Estimator reports to the Project Control Manager. The successful candidate will help develop cost estimate from conceptual through construction; monitoring and reconcile the cost estimate as the design progresses; participate in pre-award value engineering and constructability review discussions; and once the contract is awarded, will review change order proposals, develop a fair and reasonable recommendation, participate in negotiation of changes with the contractor, and prepare the record of negotiation documentation.

Essential Job Duties

The Estimator’s duties include, but are not limited to, the following:

  • Develop conceptual cost estimates from preliminary planning documents, price alternatives and options, and offer opinions of probable cost for different phasing scenarios that may be discussed.
  • Develop detailed cost estimates from the engineering drawings; proactively identify deficiencies and/or questions; and actively assist the project team toward the answers.
  • Actively reconcile the internal estimates with those prepared by third-parties; engage the third-party entities in an informative, collaborative reconciliation; and communicate the results of their conciliation effort.
  • Proactively establish a routine reporting cycle that clearly communicates when an estimate changes and why.
  • Prepares and reviews material take offs from planning documents or engineering drawings. Prepares conceptual and comparative cost study estimates from preliminary sketches. Prepares detailed breakdown of components and elements of estimates for systems and subsystems. Prepares estimates by applying unit rates for man hours, labor dollars, material dollars, and construction equipment dollars and all-in unit cost determination, calculating extensions and the application of standard factors, overhead rates and fees. Accumulates, evaluates and documents historical cost data for the development of future estimates.
  • Prepares and / or reviews final Engineer’s estimate. Reviews contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
  • Provides coordination and liaison with project management and project engineering personnel throughout the estimate development. Trains subordinate estimating personnel when necessary.
  • The candidate will participate in the negotiation meeting with the contractor.
  • This candidate will support the change management process for the CLIENT’S Development Group projects that are underway or being planned. Review contractor mark-ups to ensure that the correct mark-ups are being used and that any mark-up caps are not exceeded.

Hardware/Software Knowledge

  • Thorough familiarity with MS office suite software – Word, Excel, PowerPoint, and Outlook.
  • Knowledgeable of presenting graphical data as related to estimating.
  • Knowledge of work with various types of contracting methods such as, Design/Bid/Build (DBB), Design Build (DB), Construction Management At Risk (CMAR), Guarantee Maximum Price (GPM), etc.

Professional Experience Level/Other Qualifications

  • Bachelor’s degree in Engineering or related field
  • 10- to 15-years estimating experience with 5- to 10-years in direct support of an active construction projects and with experience with Light Rail and/or People Mover systems.
  • Demonstrates a proactive, firm and respectful approach to estimate reconciliation efforts and change order processing
  • Demonstrated proficiency estimating formats, including Uniformat II
  • Proficient with industry estimating databases and other estimating data sources, e.g. RS Means, Richardsons, etc.
  • Proved accuracy, reliability and completeness in job accomplishment
  • Effective oral and written communication skills
  • Proficient with large-scale estimating software
  • Experience with On-screen Take-Off and MC2
  • Five years minimum of civil and underground utility estimating experience directly related to both engineering and construction projects is required
  • Experience with Adobe Acrobat is required.
  • Demonstrate experience with estimating presentation to upper management.

2   Scheduler I

Essential Job Duties

  • Demonstrated experience scheduling the design and construction of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated design
  • Experience with Design-Build and Construction Management at Risk delivery methods is

Education/Training

3   Document Control Technician I –Terminals/Tenants

Position Description Summary

Document Control Support encompasses both electronic and hard copy distribution and filing. Technician shall maintain an electronic and hard copy centralized filing system; receive from and deliver all project related contract documentation to the Contractor, which may require driving to a field construction work location on the property; and process, distribute, and archive all project related documentation received and sent using Prolog Manager.

Essential Job Duties

  • Process project documents and maintain document control files in accordance with CLIENT document control procedures. This involves both electronic and hard copy distribution and filing.
  • The control, scanning, indexing, linking, hard copy filing, and distribution of documents in Prolog.
  • Prepare transmittal, distribute documents, and retrieve documents using Prolog software.
  • Distribute correspondence, technical submittals, project reports, Requests for Information, contract plans and specifications, and other contract documents to internal (CLIENT) and external project participants using Prolog.
  • Effectively work in a team environment.
  • Communicate professionally and clearly, in both verbal and written formats.
  • Ensure that work is accomplished in the required time frames /meet deadlines.
  • Have flexibility to adapt to and fulfill changing priorities.

Other Required Duties

  • Assist the Project Manager, the Construction Manager, and the Project Team in matters relative to project documents and the control and distribution of documents in Prolog Manager.
  • Establish and maintain files; receive, index and scan documents into Prolog Manager Software. Types of documents include correspondence, field memos, submittals, pay requests, drawing log, safety notices, RFIs, and photos.
  • Create binders, create labels, organize and file hard copy contract documents.

Hardware/Software Knowledge

  • Proficiency with Microsoft Office Suite software is required.
  • Experience with Adobe Acrobat Professional is required.
  • Experience with large-scale Document Control Software is preferred, Prolog experience is highly desirable.
  • Demonstrated experience with routine Document Control hardware and software, such as scanners, optical character recognition, network copiers, is required.

Professional Experience Level/Other Qualifications

  • Previous experience managing a Document Control effort for a large-scale, multi-million dollar construction project required. Experience on a large-scale, billion dollar public-sector construction project highly desirable.

Education/Training

  • Bachelor’s degree preferred; two-year technical degree and two years of related experience accepted.
  • Up to five (5) years of experience with document processing and data management; document processing experience at large international airports preferred.
  • Previous experience in a construction environment is highly desirable.
